Performance Scoring uses a "Reports To" structure to manage visibility. That means, your people can see DOWN the chain to the people who report to them. That also means, they can NOT see above the manager they report to.
Let's start by adding your most senior managers--those that the majority of your team reports to. In the next step, we'll add all the users that report to these senior managers.
Add Users
Now that you've added your most senior managers, let's create user accounts for the employees that report to them. In this way, we are building both the heirarchy of your organziation as well as ensuring the correct levels of visibility and privacy.
